The Coalition of the Urban Poor is a loose coalition of groups and organisations concerned about and working with issues of homelessness in Malaysia. EMPOWER was one of the founders and core members since the coalition was formed in July 2014, in response to anti-homeless policies and law amendments announced by the Federal Territories Minister and the the Minister of Women, Family and Community Development.
The Coalition's aim is to advocate for the prioritisation of voices from the homeless community to inform national laws and policies. It does not seek to speak on behalf of homeless persons, but to ensure an enabling environment for the full participation of homeless persons in decision-making processes.
