Persatuan Kesedaran Komuniti Selangor (EMPOWER) is seeking a suitable candidate to fill the position of Finance Officer. Applicants would have an appreciation or at least a healthy curiosity about human rights, gender equality and governance issues. Preference will be given to applicants who demonstrate maturity, excellent analytical, communication, writing and interpersonal skills.
The Finance Officer will have a leading role and responsibilities in four broad areas of work: Accounts and Financial Management; Administrative; Project Management; and Organisational Development. For more specific details on work scope, please do contact us.
Roles & Responsibilities
Your role as the Finance Officer is to provide assistance to the Executive Director related to management and supervision of the financial and administration matters of the organisation, including in the management of projects. In carrying out your roles and responsibilities, you shall contribute to the overall effectiveness of the organisation in meeting its goals and objectives and in maintaining our practice principles and organisational values.
Accounts & Financial Management
Ensure the financial accountability and management of EMPOWER, in consultation with the Executive Director and the Executive Committee (EXCO) members.
Provide advice on systems and management of the finance functions of EMPOWER that contributes to the overall effectiveness of the organisation.
Prepare and ensure all budgeting, costing, forecasting and financial planning and fundraising needs of EMPOWER are met, in consultation with the Executive Director.
Implement all measures and tasks necessary for the smooth financial and accounting operations of EMPOWER. This includes the recording of all financial transactions according to the appropriate budgetlines in compliance with reporting guidelines and procedures, issuance of cheques, preparation of EMPOWER’s full set of accounts, preparation and analysis of the financial management accounts, preparation of the annual operating budget, preparation of project budgets and budgets for fundraising, implementing checks and balances for payments and payment approvals, and other tasks as identified.
Prepare all payments, forms and reporting and ensure EMPOWER’s legal compliance to statutory bodies and the Registrar of Societies.
Prepare, present and provide analysis of EMPOWER’s financial health, cash flow, annual operational budgets, project budgets, and financial management accounts in all related meetings, including for pre-determined intervals (monthly, quarterly, semi-annually and annually).
Monitor the expenditures and financial health and sustainability of the organisation, in consultation with the Executive Director and relevant EXCO members.
Manage the day-to-day operations of all administrative and finance staff.

Have knowledge of financial analysis and forecasting.
Proficient in the use of MS Office and financial management software.
Have proven organisational, leadership and inter-personal skills, and be able to work independently or as part of a team.
Hold Association of Chartered Certified Accountants (ACCA)/Chartered Accountant (CA) qualifications.
Be able to prepare and interpret a full set of financial accounts, including financial management reports.
Have a minimum two years of working experience of preparing a full set of financial accounts and financial management reports, and compliance to legal/statutory requirements post ACCA/CA.
Candidates with the following will have an advantage over other applicants:
Holding additionally a Chartered Institute of Management Accountants (CIMA).
Membership to the Malaysian Institute of Accountants.
